Ergonomics Program for Duke Energy Nuclear Department
The Ergonomics Center of North Carolina and the Ergonomics Lab in the Edward P. Fitts Department of Industrial & Systems Engineering at NC State University are currently assisting Duke Energy in enhancing safety and ergonomics initiatives for their Nuclear Department. The objectives of the current project are to conduct an analysis of historical safety data, develop an ergonomics program for the Nuclear Department, conduct job analyses to identify ergonomic stressors and recommend fixes, and to conduct employee ergonomics training. The project may lead to a work practices guide for implementing ergonomics principles in the workplace and conducting regular ergonomics program audits.
During the spring of 2008, ergonomics professionals from NC State conducted ergonomics training workshops for Duke Energy Environmental Health and Safety professionals throughout the Nuclear Department (Catawba, McGuire and Oconee Nuclear Stations). Subsequent to this, a Duke Energy Ergonomics Team and NC State have conducted preliminary job analyses at Nuclear Department facilities, including observation and videotaping of maintenance work tasks performed during plant outages. Workers have also been interviewed to obtain detailed job information. Job variables, including tool/work piece weight, push/pull forces, sustained grip and/or pinch forces etc. have been measured while workers performed jobs. This data was used as a basis for NC State ergonomists to categorize maintenance jobs into low, medium and high risk exposure categories using previously validated rating tools, such as the Borg CR-10 rating scale, Hand Activity Level (HAL) scale, the Strain Index, Rapid Upper Limb Assessment (RULA) techniques and muscle fatigue analysis.
At the present time, NC State is working with Duke Energy to identify a subset of high risk jobs for detailed ergonomics analysis using the NIOSH lifting equation, the Strain Index, Liberty Mutual MMH (manual material handling) tables, RULA and the University of Michigan 3-D biomechanical analysis software (3DSSPP). A final report identifying ergonomic risk factors in these jobs and establishing the level of importance of jobs and types of remediation is to be prepared by NC State for the Duke Energy EHS Group. The findings of this study may serve as a basis for models of ergonomic risk exposure in the nuclear industry, ergonomic interventions in maintenance operations in power plants, and may aid in focusing nuclear power operations on ergonomics and safety issues.
